Monaco Launches Digital Asset Framework to Regulate Cryptocurrency Businesses

The new regulatory framework establishes licensing requirements for crypto firms operating in the Principality.

MONACO — December 2, 2026 — The Monaco Government has introduced a new Digital Asset Framework, establishing clear regulatory guidelines for cryptocurrency exchanges, custodians, and blockchain-based financial service providers operating in the Principality. The framework, developed in consultation with the Monaco Financial Security Authority (AMSF), requires crypto businesses to obtain operating licenses, implement robust anti-money laundering (AML) procedures, and maintain minimum capital reserves. The regulations aim to position Monaco as a trusted hub for compliant digital finance while protecting investors and maintaining the Principality's reputation for financial integrity. "Monaco has always adapted to the evolution of global finance," said the Minister of Finance. "This framework ensures that innovation in digital assets can flourish within a secure, well-regulated environment."
